U.S. Public Health Services (PHS) Commander Alfredo R Sancho, Ph.D., M.P.H. is a Program Manager in the Office of Intramural Research (OIR) under the Director of Research Integrity. His principal responsibility is to provide regulatory expertise to facilitate research while maintaining research integrity. He executes this responsibility through service as a Senior Contracting Officer’s Representative for contracts that support the entire Intramural Research Program (IRP), all 27 Institutes, and Centers or Offices; service as a Science Expert Analyst for Foreign Influence risk assessment threats; and, service as a Human Research Protections Expert for NIH’s Office of Human Subjects Research Protection (OHSRP). He also represents OIR leadership on the Radiation Safety Committee, the Sustainability Management Team, and other groups.

CDR Sancho has had a distinguished and diverse career in the U.S. PHS as well as the U.S. Army prior to joining NIH. He has for several years served as a Human Research Protections and QA/QC Expert to Department of Energy Classified Research program across all their 11 research laboratories. His career path included teaching positions from elementary schools to colleges and universities, the latest with NIH Foundation for Advanced Education in the Sciences. He has deployed for both Uniformed Services, both in country and out of country, for Emergency Responses, Humanitarian missions and other missions, the latest for COVID-19. He has over 20 years of Regulatory experience, to include about a decade at the Food and Drug Administration. He has numerous publications in Regulatory aspects of Human Subjects Research; research using platinated drugs for solid tumor treatment; and, the comorbidity of substance used disorder and post traumatic disorder in veterans from Iraq war. In 2015, for his humanitarian work in Mexico and numerous projects in building the capacity and capabilities of first responders and health care providers in rural or disadvantage populations, he was inducted into the Mexican Academy of Surgery (Academia Mexicana de Cirugía) as an Honorary Fellow.
